Job Description/ Duties:

The Head Start Operational Manager is responsible for the smooth and efficient operation of the Head Start centers including management of the Head Start centers operations; exercise management responsibility over the Head Start centers ensuring efficient services that are designed to meet the needs of the children, families, community and staff. This will be done directly or through delegation of responsibility to the program’s Center Managers.

 

Job Duties and Responsibilities

  • Ensure compliance with the Head Start Program Performance Standards and Other Regulations
  • Attend policy group meetings as requested by the executive director
  • Develop goals and measurable objectives for program services in accordance with federal guidelines
  • Formulate current and long-range programs, plans and policies for program services
  • Establish and implement systems
  • Establish and maintain efficient and effective record-keeping and reporting systems
  • Participate in the annual self-assessment in meeting program goals and objectives
  • Establish and implement procedures for the ongoing monitoring of HEad Start center operations
  • Assist with the recruitment and selection of well-qualified staff
  • Manage financial aspects of Head Start center operations
  • Lead the planning and implementation of a comprehensive child development program that meets the Head Start Performance Standards and State licensing rules
  • Lead the process of collaborative partnership-building with parents
  • Assist in developing budget recommendations for facilities, equipment and materials
  • Analyze the impact of federal, state and local legislation
  • Confer with officials of federal, state and local agencies, legislators, governor’s aides, professional organizations and interest groups on matters relating to the center
  • Assist in developing and fostering effective collaboration between department, divisions, staff and other affiliated services
  • Oversee major workforce and resource decisions for the Head Start centers
  • Assist in developing new business strategies
  • Work through the management team and leadership of the organization, serving as a resource to help reduce costs, enhance revenues, achieve effective utilization and quality goals and objectives, analyze and utilize information to develop and support management decisions
  • Communicate key information regarding marketplace needs, the competitive environment, cost management and customer-focused services
  • Maintain records, prepare reports and compose correspondence relative to work

 

Supervision and Training

  • Manager Center Managers including scheduling, development, evaluation and disciplinary actions
  • Coordinate activities by scheduling work assignments, setting priorities and directing the work of the Center Managers
  • Community center goals to the program operations team through staff meetings and respond to feedback and concerns generated by the Executive Director, Service Area Managers or Center Managers
  • Conduct staff meetings and conferences with Center Managers to discuss operating problems, organization, budgetary matters, technical problems and the status of plans and projects
  • Evaluate and verify staff performance needs and ensure that training is obtained

Requirements/Credentials:

Qualifications: Bachelor’s degree from an accredited college or university, master’s degree preferred, in Early Childhood Education/Child Development, Business, Public Administration or related field with five years of related experience at the administrative leadership level.
